Shrimp should be blue if it's frozen raw. If it's been in the freezer for too long it will turn white (that means it's freezer burnt). It's still okay to cook if there are some white bits but I wouldn't cook it if the entire shrimp is white.

If you are talking about a bag of cooked shrimp that might have been defrosted and refrozen, the pieces would be stuck together and you might see larger ice crystals.

First smell it and if it smells bad then it's rotten or gone off. If it smells fine but your still wondering open it and see if there are any black or brown spots of any kind.
