How do you know if your fuel pump is bad or if you need a new fuel filter for a 1988 jeep wrangler?

if you're fuel pump is bad it will most likely die and wont start or wont run very long, or it will run but will seem like its out of gas, replace the filter first its a lot cheaper then the pump, if its not that then its the pump
