Actually every element has electrons from one to eight in its outermost shell. The elements having electrons less than 4 generally give electrons and elements having more than 4 electrons generally receive electrons while foring ionic bonds. The givers are called metals and receivers are known as non_metals.Therefore element having a positive charge will be a metal and element having negative charge would be a non metal.there are exceptions also.Water having molecular formula H2O has hydrogen and Oxygen in which both are non metals. H2O on electrolysing forms H+ and OH- ions due to dual nature of hydrogen.
