Depends on why you're wearing it, and what you're wearing it for. Unless specifically prohibited by statute in your jurisdiction, no. Not unless, by doing so, you intend to protect yourself from injury while committing an unlawful act. Then the vest becomes "an implement of crime." It is all in THE INTENT with which it is worn.
In most U.S. states, it's legal to wear a bullet proof vest as long as you are committing a crime while wearing it. I believe it is illegal to own a vest in 1 or 2 states, so you should check you're local state laws before buying one.
yes yes, it is called concealed body armor. it does get hot and uncomfortable and can pinch and chafe if its not the right fit for you.
