This belt is tightened by a manual system. The key is to loosen the bolt located on the tensioner pully, then loosen the adjustment bolt located above and to the left of the pully.

For the 4.0L, there is an adjustment bolt behind and on the engine side of the power steering pump. It runs diagonally behind the pump and the tension pulley. In order to loosen the tension, the bolt on the tension pulley must be loosened first. This pulley is the one below the power steering pump. Tighten the pulley bolt again once the adjustment has been made.

There should be a diagram showing the twists and turns you have to follow located in the engine compartment(mine is near the top of the rad steel plate cover I think)uus a heavy long screwdriver or some steel wedge to push the tensioner pully (to left) to lessen the tension to get the old one off and the new one on.
