The better answer is...!!! well first you put 2 Pokemon u want to raise in daycare center, then go to one of the slopes that u can only go up with the mach bike, then use the ACRO bike to keep going up them, everytime u go up u get 1exp for your Pokemon in the daycare..soo put the gameboy on the charger, but something heavy on the up button so you are going up the slope by itself, if ur Pokemon are level 4 lets say, put ur gameboy on the charger, go to bed and then when u wake up go to the daycare and theyll be about level 40-50. Tried it myself do it all the time works and makes the game so much easier, hope this helped =)
You only need two Pokemon. You put the Pokemon you want to evolve in the first box (in your bag) Then you put a strong Pokemon behind it. Then when you battle instead of fighting with the evolving Pokemon you use the strong one to fight. the Pokemon both get exp points.

WARNING!
First the longest way. By the way I DO NOT recommend this way. You can go to the Pokemon daycare and put the Pokemon that you want to level up in the daycare. Then you go to the bike shop and get an acro bike if you don't already have one. If you do go and find a sandy/muddy slope that you can only get up with a acro bike on. If you don't know what I am talking about just fly to Lavaridge, then walk east, down the bumps and then walk south into the Desert. Then as soon as you get in the desert, walk East and then west, sticking next to the rock wall. A little way in the desert you will notice a little slope that looks like a small mud slide. Take your Acro bike and try to go up it, you will go back down if you done it correctly. Now take your gameboy charger and plug it up (that way it doesn't go dead on you). Take something sturdy that can hold down the up button on the directional pad (preferably tape) and place it on your gameboy. Leave it setting overnight and then go and look and your Pokemon. Your Pokemon should have leveled up a lot.
Way number two is A LOT more complex than number one but there is a chance you won't have to any money. First you need a rare candy. Then go to Google and look up the Emerald item/Pokemon duplication glitch. It is also known as the "cloning" glitch. Now I do know for a fact that it does work for Emerald and it does work on Sapphire, but I have not tested it on Ruby. If you do it correctly, you will dupe your rare candies and have them to use for leveling your Pokemon.
These are basically the only partially "legit" ways for easy leveling. If I were you I would just train your Pokemon normally. In my opinion, I think training them naturally is the best way because I think direct combat will make them the strongest.
It depends really, obviously if you have rare candies use those. But, if not fight wild Pokemon a bit weaker than yourself Lastly if you want to level up Pokemon weaker than most your Pokemon and cant fight for itself, put it out first, then quickly switch Pokemon kill it with your best Pokemon and the xp is shared.
1.Put 2 Pokemon in the daycare (Wailmer Relicanth)
2.Then go to one of the mudslides that push you back down when you try to go up them. 3.Tape down your up button in front of that and wait a few hours. your Pokemon will have gained a lot of experience. Its better to do this trick at night when you go to sleep.

Train your Pokemon or catch them in victory road and sky pillar.

if you mean what Pokemon are easy to train, the easiest Pokemon to level up and stuff is your starter Pokemon. it's the same with Ruby and Sapphire, the start Pokemon always seems to level up quicker than caught Pokemon (at the beginning anyway) hope that helped :3 *Shi ~
