I'd say simply by looking at your driver's licence, but I'm going to assume you've lost it. You can get it by contacting the Department of Motor Vehicles for your state. One way (although it may not the simplest way) is to get a copy of your driving record (MVR), which will show your licence number on it. If you have a current insurance policy, you should be able to contact your insurance provider and get it from them, as well.
I think the only thing you can do is ask them.
If you are hesitant about riding in a car they are driving then you have a right to insist. Equally, they are under no obligation to show you a license. But, if they don't then you can draw the obvious conclusion.
If they and you were parties to a driving accident then I think the police might be able to help you... if not actually tell you outright, they may 'indicate' whether the person has a valid license.
Apart from those two circumstances, I don't think you have any 'right' to find out the information.
The Driver's license number is confidential-
A person's driver's license number or Driver's ID is private and confidential, but if this is a case of a hit and run, and you need the License Plate number so that you can report it to insurance and file a police report , then you should call the police. Tell them the make, model and color of the car, the location of the accident and whatever numbers on the plate you managed to see.
The Police can then look it up and try to find the best match from a list of registered vehicles.
I know this because I was a victim of a hit-and-run and I followed all these steps.

Added: Although ostensibly a "public" record, the information contained on it is considered sensitive personal data and is only released by the DMV to authorized sources - the same as license plate listings.
