How do you loosen the belt tensioner or remove the belt pulley on a 1997 Nissan Maxima?

First, loosen the nut in the center of the idler pulley (the one on the tensioner) but do not remove it.

Next, turn the adjustment nut (the long one, at the top of the adjuster) counterclockwise (both of these are 14mm nuts). This will release the tension on the belt and allow the idler pulley to move upward (it is NOT spring loaded so you'll actually have to pull it upward after the belt stops pushing on it).

Once the idler is as far up as it will go, finger tighten the nut on the idler pulley (this will keep it from sliding back down until you are ready to tension a new belt).

Remove the old belt and put a new one on.

If you need to remove the adjustment assembly, to repair it or replace parts on it, it is held on by 3 12mm bolts. One at the top, just forward of the adjusting nut, and two at the bottom, which can be accessed from below without having to remove anything else from the vehicle.
