After you beat the Elite Four, one of the legendary dogs from Pokemon Silver/Gold will be released into the wild. Which one you get is based off your starting Pokemon. Its just a random chance to see them in the wild. A good strategy is to choose a Pokemon around 35-39 like Gengar and run around areas using repels til you find one of them.(Gengar is a good choice because he is fast and can use Mean Look; all 3 of the dogs will run away from you)
If you choose:
Charmander, you will see Suicine in the wild
Squirtle, you will meet Raikou in the wild
Bulbasaur, you will meet Entei in the wild
