Depends on the girl. If the girl is natrally annoying, yes she wil annoy the boy. But a lot of the times a girl will be annoying to a guy because she likes him. They're annoying when they torment and pick at you (hair pulling, forehead flicking etc), and when they beat you at sports and keep asking "don't you like losing to a girl," and most of all when they tease and get you all hot and bothered. Worst of all is that boys can't do anything about it - girls have the right to be as annoying as they like to us, and there's nothing we can do to stop them.
