Romantic interactions can only be made between specific age groups. Here's each age group and what age group they can make romantic interactions with:

Baby, toddler, child - N/A

Teenager - teenager

Young adult - young adult, adult, elder

Adult - young adult, adult, elder

Elder - young adult, adult, elder

Usually romantic interactions are available to anyone in these age groups applicable to your sim's age group. You click on a sim and the options come up (friendly, special, mean, romantic etc). Click on romantic. Usually, if your sim is only an acquaintance, the only options are compliment personality, compliment appearance, ask if single, ask sign (with Late Night) and pick up line, though there may be another, I can't remember. As the sims' relationship increases, more options will become available. If they are friends and you continuously do romantic interactions, they most likely will become 'romantic interests'. More options will be available then, even eventually 'propose going steady' which makes them boyfriend/girlfriend. Then they can go on to become engaged and married. Hope this helps!
