The question is not clear. Possibly w/o the word "off" it would make some sense. Not sure. But let us assume this would give us the intended question... Some vehicles (like the Toyota Sienna Limited XLE) will not allow one to set the cruise control when the windshield wipers are on. The reason is that using the cruise control on wet pavement is VERY dangerous. This may have something to do with the answer... not sure.

Start the car, turn cruise on and check for a hot and ground at the cruise control servo. Check the stop lamp switch on your brake pedal.
