Some vehicles (like the Toyota Sienna Limited XLE) will not allow one to set the cruise control when the windshield wipers are on. The reason is that using the cruise control on wet pavement is VERY dangerous. This may have something to do with the answer... not sure.

Make sure you have the main cruise control button depressed. You will then see a display light indiciating "Cruise Control". After that, just use the normal buttons to set, accelerate, and coast. BEWARE, though. The cruise control button for our 2004 Accord stopped letting me keep it in the depressed position, and I can't keep my cruise control on now. Follow the hose from the valve cover to the right of the ignition module down between the intake manifold ports for the 3rd and 4th cylinder and you will find the PCV valve. There is no fuse for the cruise control system. It is powered by the PCM.Check to make sure your cable is attached at the throttle body.Check if you have vacuum at the cruise control servo. Start the car, turn cruise on and check for a hot and ground at the cruise control servo. Check the stop lamp switch on your brake pedal.
Sorry, no Rio models have Cruise Control. Wish they did as I have a 09 that I wish had it. There are aftermarket companies that make custom kits for the Rio.

EPC means Electronic Pedal Control. Volkswagen uses an electronic system, not just a cable running from the gas pedal to the throttle, to control engine speed. It would make implementing cruise control REAL easy, if nothing else. If you have an EPC light on...that's the car's Check Engine light.
Just about any aftermarket cruise control package will work on a 2000 Echo. It should be professionally installed to make sure there are no safety concerns.
