To craft tack on HI2 you must on a Construction Kit, this can be bought from a tool shop. After you have the kit or even before you buy it before you can make anything you must find crafting plans. Crafting plans range from levels 1-5 and can be found in just about any NPC home.
However even if you find a plan you can only learn it if you are one crafting level below, at, or above the plans crafting level. After you have a plan you click on the craft tab and select the plan you wish to craft.
However just because you have a plan doesn't mean you can craft it. Even though you may learn a plan a level above your skill, you still have to be at or above that plan's level to craft it.
