A governor exists to limit your speed on level ground to about 30 MPH. This was done for safety reasons, and so that riding/driving a pocket bike doesn't require the operator to have a Motorcycle endorsement on their driving license.
About the only way you're going to travel faster is when going downhill accompanied by a stiff tailwind, something anyone can do without having the need for any motorized power.
Also, in order to 'qualify' riding in the bike lanes, modification of the engine and/or removal of the governor to go faster is against the law for one. If you want to travel faster, get yourself a motorcycle and do things the right way.

(this will make it slower off the line but significantly increase top speed. just like a mountain bike in low gear)
