Cake batter is generally made my first mixing dry ingredients (commonly flour, salt, sugar, baking poweder, baking soda, cocoa powder, ect.) and then adding in the wet ingredients (water, eggs, milk, butter, oil, ect.) and then beating or mixing until you create the right consistency, which would be called the cake batter.

First, you combine separately the wet ingredients and the dry ingredients, then, you add the wet ingredients to the dry and you mix it until they are both well mixed. Then you bake the cake according to its recipe. Typically it goes for 350 Degrees Fahrenheit for 15-45 minutes depending on the cake. you will know when the cake is done if you get a dry toothpick and stick it in the center, then pull it out to find no cake batter stuck to the toothpick.

A Sitting mixer, hand whisk and folding. Look up how the cake should be mixed, folded is the answer in most cases (i.e. with a spatula or spoon).
