First, you will have to tell us where you live (state or country) and which license you are referring to- Licensing regulations vary from state to state, and vary ENORMOUSLY from country to country. There are licenses to OWN guns, to CARRY guns concealed, and to SELL or repair guns. You need to be a lot more specific with your question. Please give this some thought, reword your question, and repost- we will do out best to get you a legitimate answer.

I'm just about 100% sure this is right, but if anyone from California knows, please correct me. You contact your local sheriff's department. Rules different from locality to locality, so it depends on what the local sheriff's policy is. In some counties, it's easy to get a permit, in some, it's very difficult or impossible.

As I understand it, you go to your local county sheriff. Each sheriff sets his own requirements for obtaining a permit. In some counties it's easy, but in some it's very difficult or impossible.

Go to police station or sheriffs office. Ask for application. Don't expect to get it soon, especially in Los Angeles, San Diego, or San Francisco counties.

Is the Powell knife gun legal to own and carry at 18 or any age?

Not at 18. It's classed as a handgun, which you must be 21 to purchase. As far as carrying it, it's a very iffy proposition. For concealed carry, states issue a concealed handgun permit - not a concealed weapons permit. Such permits do not apply to knives or other types of weapons. Likewise, open carry laws in states which permit open carry do not apply to any other type of weapon other than a handgun.

What states is Florida concealed weapons permit valid?

See the website below for a list of states that have reciprocity with the state of Florida on the carrying of handguns. BUT BE AWARE that the concealed weapon or firearm permit issued by Florida under s. 790.06, Fla. Stat. is not a "carry permit" as that term is used in a social sense. The Florida permit allows you to carry concealed certain enumerated weapons* or a firearm* within the state. Others states' laws may only apply to handguns.* defined by statute
