Why doesn't giving a trust point count as a contribution if you are still doing something for the site?

Giving a Trust Point does not make any significant contribution to the site, as giving an answer or editing a question does. If that were the case, members could easily give out Trust Points to gain contribution points, which defeats the whole object.

Is this site to be trusted?

If you are talking about "This site" then yes, this site over all can be trusted but the answers are placed by random people so be sure to look at their trust points that way the higher their trust points are (alongside their contributions) the more you can trust their posts. However if they are supervisors only the known trusted people get picked to become one, so you will be safe knowing they can be trusted at the best of times.
