∙ 2008-01-31 20:08:29I have a 2000 echo and was faced with same thing. Cable would not open hood. I was able to detach the plastic grille from the front with very little damage to the plactic catches that hold it in place. Then snaked something up to the latched and popped it. Then I cut off the plastic coated cable with enough length to loop it out the front so that just a tug on the loop and the hood opens. Just like the old days when you opened the hood on all cars from outside. I like it better.

It depends on what caused it to be locked up. You will need to disassemble the engine and repair or replace any broken parts.
I would check with Toyota and make sure its not covered by recall. Our 2004 had both of them fail and Toyota replaced them for free.
Next to impossible. A new release lever will need to be installed. Take it to the Toyota dealer ... they built it, they know how to repair it.

My clock is in need of a repair.The workmen arrived to repair the damaged wall.The washing machine was broken beyond repair.
