If the hood release on a VW Jetta is broken, whether its the cable or the plastic piece, you will need to remove the center shield under the vehicle. It is connected by four screws. Reach up under the vehicle and manually push the hood cable down with your hands to pop it open.
depends on the problem, it could be the hood release cable, or the latch. latch is very simple, the cable is also simple, just more of a routing problem.

"pop" the hood with the in car lever. get a pair of pliars and grab the wire that the plastic hood release was connected to.....this should work!
