The best way to clean fiberglass is to use dry ice blasting..

This is often compared to sandblasting, but it's very different.

Dry ice blasting (or cryogenic cleaning) is a revolutionary cleaning method in which dry ice pellets replace traditional cleaning materials.

Dry ice blasting is quick & clean & generates no secondary waste material. The only waste to be disposed of is the material that is removed. The process is dry & non-conductive therefore is suitable for electronics and electric motors.

Also in the case of fibreglass it is perfect as it will not affect the underlying surface as it is a non abrasive technology.

first it has to sanded down until it is smooth

then you apply a primer - costs about $10 for a can

then after is has properly dried you apply paint.... about the same price

finally when the paint is dried you apply laquer

all of the above come in spray cans from most auto parts places.

Degrease it properly, then spray it. You are unlikely to get a smooth coat by roller or brushing.
