Milk Paint is best applied to unpainted wood as it tends to shrink quite a bit. You may get away with lightly sanding your piece and then applying milk paint. Do a test in an inconspicuous area.Are you making your own milp paint or wanting to use ready made paint?There are lots of good recipes on the net, but basicalli it is skim milk, hydrated lime , boiled linseed oil, chalk powder and water.Experiment using skim milk powder to obtain a thicker paint for various effects, crackles etc. The thicker you apply the paint the more likely you are to get a crackle surface.For a smooth even finish it is best to apply numerous very thin coats,milk pain becomes less translucent as it dries.Milk paint gives a fabulous Matt finish but is not washable and marks tend to become part of the surface so please take this into account when repainting things such as armrests etc.
I took an art class, and a project we did was too prep a barrel board with milk paint, this was the backround color for the start of the project,we used the sponge with the handle and they come in different sizes,you can get them in any hardware store or any where paints are sold, the bad news from what I recall it took many coats of milk paint to get the color the instructor was looking for.
Repainting furniture (or repainting anything) requires removal of the old paint before applying new paint, because old, flaking paint will continue to flake, even if a new coat is painted on top of it, and the new paint will then be flaking off along with the old.
You might also want to use polyurethane varnish rather than paint, if you have wood furniture.
The best thing you can do is spray paint it. If you dont have spray paint you can get it at any type of craft store.:) If you dont want to spray paint then you should buy new furniture.
Strip the paint, sand it down, put stain and varnish on it. Its not that hard
I paint a primer overall first, then lightly sand, then another primer. Now it's ready to paint.

Use an oil based paint for durability to wear, water based for durability to sun and weather.
The best thing to do is have the furniture stripped ( shotblasted or at a dip and strip). Then have it primed (etch) and powder coated the colour of your choice. This will give you a very good finish.
You can decorate with fabric paint on fake patent shoes. Most store like Waltmart, Zellers etc... have a section on fabric paint, it comes in tube or bottle and once dried it will not come off.

you can make a baking soda volcanoes and paint and decorate it for a project
Use bright colours on the walls and furniture. Have one wall as a very large blackboard for the children to chalk on.
