That depends on how firm your parents are about you not going and how vunerable your parents are to changing their minds. If your parents are firm about you not going, there is probably nothing you can do to change their minds. If they are not firm about it, you migt change their minds by showing responsibilities in other things, or sitting down with them and talking with them about it. You might also ask them why they do not want you to go in order to understand their position.
You must show them you are mature enough and have some compromise room! If they think it jeopardizes your safety, it shows they care about you and your safety.
Be truthful and accept their answer, whether yes or no, with an open heart.

If you want to persuade your parents to allow you to make a website, start by talking to them honestly. Tell them why it is important to you, and show them you can be responsible about the website as well.
