If there is a small piece of cable still showing clamp a vise grip pliers on it and pull
To open the hood on a 2001 mercury cougar when the hood latch cable snaps you will need to release the mechanism from the underside. You will need a mechanics prybar and look up from underneath the car, place the screwdriver tip in the release mechanism and turn.

Hood release cable has connector nuts on both ends of the cable. Loosen the connector nuts. Remove the cable retainers. The cable will come off and can be replaced with a new hood release cable.
The hood release handle is connected to a cable. The cable runs to the front of the hood and connects to a catch. When the cable is pulled the catch releases the hood.
Just finished opening a 97 Venture with hood release cable not attached. You need a flat 13mm ratchet, not offset not long, the gear wrench i used was 7".You have 4 bolts, some are easy some are not, come at the bolt from different angles. Once you get 3(I did lf-lr then rf rr) gently pry up the hood with a flat bar and your there. About 1 hour
The hood release cable is held in place by a retaining nut on each end of the cable. Remove the retaining nuts and the cable placement retainers. Reverse the process to install the new hood release cable.

Try using a coat hanger with the ends cut off and bend it into shape to get under the hood and pull the cable release.
