You can protect your oil-based paints from a skin by just adding a bit of mineral spirits to lie on the surface of the paint before you close the can. If a skin is formed, take a sharp tool to cut it away, lift it (in one piece if you can) out and discard into an empty can with a tight lid. If there are dried crumbs (snots) of paint in the fresh paint, sift through cheesecloth or paper strainer into a clean can. Dispose of all paints at your town's recycling centers.
Very carefully.

You can add solvent to soften paint. Not all paints use the same kind of solvent, however, so you may have to experiment (although the label, if it is not covered with paint drippings, should tell you). Many paints can be softened with turpentine. You can also use paint remover.

Assuming the paint tin is cylindrical, then the surface area of the cylinder would be the two circles (the top and bottom of the tin) and the circumference of the circle x the height of the cylinder. Think about like this, if you cut open the tin and unfold it, you will get two circles and a rectangle. The side lengths of the rectangle are the height of the cylinder and the circumference of the circle. So the equation should look like this: 2*pi*r2+h*2*pi*r where r is the radius of the top of the paint tin, and h is the height of the paint tin.
