Oil rigs spills are going to happen no matter what cautions and procedures are in place. As long as humans are involved in the process. Nature has also cause some major oil slicks also. Drilling has relieved pressure from some of these cracks and reduced natural "spills".
What needs to be in place is safety procedures and containment capabilities that can be implemented quickly and correctly. These procedures and precautions need to be enforced with stiff and quick fines if violated.
