there is a connector under the dash that is used for the computer called an OBD 2 connector. It is rectangle in shape, about 1 1/2 inches long. More than likely you will have to unbolt this. When unbolted, find the numbers on the connector. It should be numbered 1-8 on the top and 9-16 on the bottom(nombers are very hard to see.) You will need to jump pin #4 and #8 with a wire or paper clip. Turn the key on. (some GM models you do not have to have the key on.) The locks will cycle automatically. Once the locks cycle, push the unlock and lock buttons on the key fob within 10 seconds and hold until locks cycle again. Once locks cycle, release and fob should be programmed.
I assume you are replacing an existing fob with a new or used one.
Pop the fob open, as if you were replacing the battery, and you will find a row of switches. All you need to do is make the switches in your "new" remote match he up and down positions of your old fob.
Pop the case back together and test the unit to see if it works.
Note: This is a good time to replace the button cell batteries while you have the case apart.
Note: Existing keyless remotes will be erased with this procedure.
Existing working remotes will have to reprogrammed also.
1. Locate the programming connector wire located in the RH trunk area.
You may have to pull back right side trunk trim on trunk wall to locate
the single black/white wire.
2. The programming connector wire should have one termial in the plastic
connector on end of black/white wire. Ground the terminal in the connector
to a nearby bolt or trunk latch.
Leave connector wire connected to ground through out procedure.
3. System will now lock and unlock doors automatically to indicate
programming mode has been activated.
4. Press any button on keyless remote. System will respond by locking
and unlocking doors one time to indicate successful programming.
5. Repeat step 4 for to program any additonal keyless remotes including
and existing keyless remotes. Do not remove ground wire between
programming of keyless remotes.
6. Disconnect programming connector wire from ground to exit programming
mode.
7. Test keyless remote(s).
Because Monte Carlo is a Biscuit and it would be rather stale if its from 1994... fool!!!
In most cases if you call your local Chevrolet dealer, give the parts dept. your VIN (Vehicle Identification Number) you can order a key fob for that car.
If this a new fob that has never been programmed before you will need to go to the dealership to have it done. If it's one that quit working & you've had to replace the battery in , stand next to the car and depress the lock & unlock buttons at the same time,it may take 15-20 seconds for this to work,but when it does the headlights will flash on then off.
The problem with the Monte Carlo is in the Security system itself I own a 2001 SS and it use to do the same thing. The security system does not recognize the key, when you use the key pad to enter the car. The only way I got it to work correctly was to Stop using my key FOB (remote). If you have the problem where your vehicle will not start, Get out, put the key in the door with it closed and turn the key to unlock for 10 seconds. It tells the car that the key was used to open the door not the key FOB. Monte Lover.

You don't. Take the car and the new fob to a caddy dealer or a locksmith who has the equipment to program it.
