Give the belt a couple of quick, short tugs to relieve the tension. The belt is most likely jammed. Then if it releases, pull it out slowly. If you pull the belt out too fast, it will often lock up.
My mistake, I thought seat belt. The pulley that doesn't connect to anything like the crank or alternator is the tension pulley. It is spring loaded. Some have a place for a ratchet to go or you pry against the housing or the pulley itself as long as you don't pinch the belt. Relieve the tension and slip the belt off of another pulley and release the tension.

Serepentine bels do not have tension adjustments, there is a tension pully That is preloaded with a coil spring in it. If the belt is loose, the pully spring may have lost it tension. Replace the pully assembley.

insert a 1/2" rachet into the tension pully, pull clock wise this will relive the tension on the belt thus allowing you to remove the belt repet to install new belt. make sure the groves of the belt are properly in place before relasing the tension pully back to tension
first you should release the belt tension pully and remove the belt. Then the idler pully has a bolt through the center remove the bolt and the pully should come off.
