How do you reattach the windshield wiper fluid hose to the fluid bottle on a 1996 Dodge Avenger?

I believe if you remove the battery, you'll have better access to the fluid bottle. Probably just reach down, pull the old hose off, press a new hose on. If removing the battery doesn't give you access, perhaps coming up from underneath the car.
