It is a violation of EPA procedures and more importantly illegal to knowingly add refrigerant to a leaking air conditioning system. Unless you want to spend a large amount of money on leak detection equipment to find the leak, I would recommend taking the vehicle to a mechanic. Granted R134a will not destroy the Ozone layer like R12 will, but R134a is 1500 times more potent of a greenhouse gas as Carbon Dioxide is.
