Well a known way is to get a lot of shards (20k) and many raw chickens and other elements. You should do it in this order.

Dreadfowl's to level 40 summoning.

Bull ant's to level 50 summoning.

And by then you should have a reasonable amount of summoning if you want more just continue the method.

First, you have to be a member. Then, you do the quest "Wolf Whistle" started by talking to Pikkupstix in Taverley. The quest is pretty easy, and has a good rewards, Summoning! The quest will raise your summoning to 4, allowing you to summon a dreadfowl. To summon, you need a pouch, the required charms, a certain amount of spirit shards, and another ingreident depending on the pouch your making. To get charms, ill stuff(they are not tradeable). To get pouches and shards, buy from Pikkupstix after quest. To make the pouch, go to a summoning obelisk, then click 'infuse pouch'. Select your pouch and voila! you have made a familiar pouch. To summon left click the pouch and click 'summon'. Some areas are 'summoning free' meaning you cannot bring a familiar there. And familiars can only fight in muti-combat zones. SUmmonng raises your combat level similar to the way prayer does. Your summoning doesnt affect your combat level in a free world, allowing you to have 2 different combat levels.

With a summoning potion. You can also recharge it for free in some places, by clicking on a summoning obelisk. Finally, if you happen to die, your summoning energy (as well as your prayer energy and life points) will be recharged.

no, you cannot harvest a monster spawner from the dungeons, but it is possible on the 1.1 - 1.2.5 updates to use 'spawn eggs' in creative mode
