Remove the wheel then the caliper then the rotor/
If the rotor is rusted to the hub, you may need to spray some Liquid Wrench on the hub. I've seen them where the only way to get them off is to hammer hard from behind, OK if you plan to replace them anyway, but supposedly bad for the wheel bearing.
Remove the tire, brake caliber and the rotor should side off the hub.
Do you mean rotor? If so, remove the distributor cap and remove the old rotor and install the new one. Simple repair.
