Try WD 40 and a nylon sink sponge. Start lightly, not much good in removing the paint and scratching the floor. Some laminate will take this abuse some won't.

Use Goof Off 2 spray, found at Home Depot near the paint solvents. It is made for the removal of tar, paint, oil, etc., on carpet and hardwood floors. It worked like a charm to get the sap from our Christmas tree off my hardwood floors. Spray, let it set for maybe 5 seconds, then rub with a clean cloth in the direction of the wood grain. You may have to do two applications but the sap will come off.
You can remove oil paint from ceramic floor tile by using paint thinner. Wet a soft cloth with paint thinner and rub it over the paint stain until it is removed.
Whenever you have water on a hardwood floor it stains a shaded color. You need to replace it or use a scrub and you can just paint over it. If not then use shaded brown and scrub it over for 1 hour or so and it will look brand new. Or else you will be uneven with your color

Best to remove the epoxy first, otherwise you could experience some peeling issues. If you insist on not removing the epoxy, be sure to remove any grease or oil, clean and sand the surface flat so the floor paint has a solid surface to gain a tenacious bond.
