If you are the site owner, you probably already know how to remove your site. You simply login to your site's server via FTP or web-based Control Panel and delete all of the files you uploaded to it. An alternative would be to just not renew your domain before it expires.
However, if you wish to take down somebody else's site, you would need to either buy the site out from whoever already owns the site, or otherwise hope the site owner fails to pay their domain renewal fee before the domain expiration date. If the site owner fails to pay the fee on time, anybody can purchase the rights to that domain name. It's a first come-first served basis, so whoever pays for the domain registration after it expires will become the new owner of that site.
