You need a special tool for the telesopic steering column. It use to be available only to dealers, but I'm sure you can rent one these days.
Remove the panel directly under the steering column. It is located just back in there.

There isn't a flasher box. What you want is the flasher which is located near the fuse box, or is clipped on to the underneath edge of the dash near the steering column.
Any steering column from a 1986-91 Eldorado would work - a comparable Seville's should work equally as well.
The 1999 Cadillac Deville headlight relay switch can be found in the fuse box. The headlight relay switch will be in the third column, second from the top.
First you must remove the horn pad, then check to see if the large mount nut is loose. If it is tight, probably a column bearinmg problem.
A 1998 Cadillac DLC should be located close to the vehicle steering column. All 1996 and newer vehicles are considered OBD II and are mandated to have a more uniform system for retrieving vehicle trouble codes. You have to replace the entire steering column. It is not loose, the lock is broken on your column height adjuster.
remove lower covers under steering wheel, two screws are hidden behind heating and ac trim panel. remove the bolts to the bracket holding the steering column up. lower the steering column. the switch is located on the steering shaft underneath the dashboard instrument cluster.
A Caprice steering column can be replaced by another as long as it matches. It if comes from another Caprice of that year, it will fit properly.
