first after pulling tire, and assuming vehicle is jacked up and emergency brake is released,

take a hammer and hit it on the side at 12,3,6,9 oclock positions very briskly.

I personaly use a 8 lb sledge to break the rust build up that is keeping it from coming off.

this should do the trick. if it doesnt come offright away repeat, some times these drums need a little persuasion.

How do you remove concrete off a mixer truck?

The drum dispenses it. The remainder is washed out. If slag is removed, it has to be chipped out. Agreed. I am not saying that answer is wrong. But when the materials are loaded at the "batch plant" in to the truck, the drum spins to mix the cement and aggregate(s) and water. When the truck arrives at the point of delivery, to unload, the driver will reverse the hydraulics and the drum will spin in the opposite direction, and the auger~like "fins", inside the drum, the same ones used to thoroughly mix the materials will pump the mixed wet concrete out by pushing it up and out instead of a continuous loop of mixing.
