Do you feel comfortable hitting it with a hammer (that's what I do with my Concrete Mixer.) There is always Muratic Acid not very friendly to your truck, But seriously "Zep" makes a product called "Mudslide" this is a Concrete disolver it works pretty good if you are talking about splatter or if the Concrete isn't too thick. It is a little spendy but it beats using a putty knife to scrape it off which your paint won't like very much.
No, the color in spray paint is not affected by bleach. A proprietory concrete cleaner or fine sand impregnated with solvent will reduce the appearance of the paint.
It does depend on what kind of paint and how deep it has set in the concrete, but it certainly sounds like a good start to work on.

It depends on whether it is a water (latex) based paint or a oil based paint. If it is oil based paint it may not come out, but if it is a water (latex) based paint use 'Goof Off' or other latex paint removers with a wire brush. I have used 'Muriatic acid' on some concrete appications.
Yes! The muriatic acid will remove epoxy paint on a concrete floor. Usually the epoxy paint will bubble up and will require a flat-blade or wire brush to full remove and.... repeat as necessary. be sure to nuetralize the floor when finished with (1pound of baking soda to 5 gallons of water). Use a sharp firm bladed putty knife, chisel, or paint scraper.
Try Goof Off , it removes many odd substances and will not harm auto finishes.
I wouldn't recommend it. Some of the chemicals in the alkyd will dissolve the latex and the alkyd won't "stick". It's best to remove the latex using laquer thinner or xylene first.
