go to your local auto parts store and purchase an Easy Out or Screw Extractor. There are atleast 2 different kinds. I like the threaded ones that drill themselves into the screw as you turn.

Remove the screws from the lens covering the bulb, pull out the bulb and replace it.

A person can remove the front license plate cover on a 1990 Corvette with a screwdriver. The plate can then be replaced with a custom plate or a state plate if required.
