silicone glue is resistant to most things but it is not resistant to ethyl ether. Ethyl ether will make it craze and disintegrate Ethyl ether may dissolve ink on a paper so try it on a text piece first. Ethyl ether is hard to get so petroleum ether which is what is in a can of engine starting fluid will work too. Do all your work outside away from flame or sparks and don't breath the fumes! Don't use this in the garage as the gas hot water heater or furnace will make the whole garage explode It is a good idea to wear eye protection and poly gloves. Avoid skin contact and follow all the advice on the engine starting fluid can.
Silicone is best for that.
With a silicone or silicone based glue such as Goop or E 6000.
Silicone or silicone based glue will stick to almost everything.
Try a silicone adhesive, such as Devcon. This adhered well to a %100 soft silicone rubber part I needed to glue onto some insoles.
Super glue won't stick to silicone.
heating / steaming it should do the job but this may damage what is on the paper :)
Silicone.
Silicone glue is very tenacious on cloth. You may not be able to do this without DAP Silicone Remover. -Available in Rona and Home Depot.
I would use one of the silicone glues like Plumbers Goop or 100% Silicone for this.
