How do you remove the AC vents on a 1999 Toyota Avalon to get rid of a stale cigarette smell that is coming out of them or otherwise get rid of the smell?

The air intake system for most vehicles is located over the transmission hump between the driver and passenger. You can spray some air freshener down in this area and it will circulate through the vents. Try this on MAX AC. Additionally, you can put an can of air freshener down there full time.
I do not recommend tearing into the dash, there are a ridiculous amount of wires and vacuum tubes back there and tracking down a gremlin in one of those will drive you insane.
