First you have to open the hood then on the passenger side below the windscreen there should be a rubber seal. Once found, slightly pull towards the driver side. Behind the seal there should be 4 crossed head screws holding a plastic cover. Behind the cover should be the air filter.
Remove the passenger side kick plate in your 2004 VW Jetta. Remove the cabin air filter container cover. Lift the air filter out and drop in the new cabin air filter.

Open the hood and it will be on the passengers side under the wiper blade. There will be three screws, remove all of then you will see the filter.
Basically it if your standing in front of the car looking at the engine it is in the back left corner where the windshield wiper comes to rest just about.
This is on a 06 Jetta GLI (may be different for other models): 1) Remove the front passenger footwell trim 2) Remove the partition 3) Release the cover in the direction indicated by the arrows 4) Pull out the cabin air filter downward from the heating and ventilation unit. Take a note of the orientation for reinstalling. 5) Install is the reverse order of removal.

Which filter are you referring to? The enginge, cabin or pollen filter? The engine filter On driver side there is a big plastic box. Remove two screws from backside and pivot off. Remove old filter install new.
There are three screws holding up a plastic cover under the glove compartment. remove those, pull the cover down, remove and replace the white rectangle(the cabin filter) then put it all back together its that simple. :)
No cabin filter...
The cabin air filter is located on the firewall. It is on the inside of the car behind a cover just under the glove box.
