To remove the cover of most florescent light fixtures, simply locate and unscrew the screws holding the frame in place. Once the frame is removed, the cover will either lift or slide off with ease.

On a ip66 or diffused fluorescent light normally you would un clip the plastic either with he clips on the side or remove the end cap and pull it off. the remove the lamp by twisting it 90 degrees or on older t12 types pull the end cover and the tube will fall. then depending on the type UN do the screws/ squeeze the cover/ un do plastic clips and then you should be able to see the ballast / control gear
