you don't, it is built into the ECM (Engine Control Module) engine management is all controled by that computer or put an inline switch between the tranny and ECM, just turn off the switch when you want to go as fast as death (because that is what will happen when you do this, why do you think it is there, even though you still have about 3000 more RPMS to run on in 5th gear at top speed) Downside to this is that you will not be logging any milage while the swith is off, and you will not know how fast you are going... That is conidered Odometer Fraud by-the-way

An 02 car is going to be electronically controlled so in order to defeat the speed limiter a performance chip will need to be installed in the engine control computer. Being that it is a Cavalier I doubt there is one available. Speed and rpm limiters are there to protect your drivetrain from damage. it is not wise to mess with it.
