Right where the rear glass window latches to the tail gate, there are two screws to remove. The rest of the cover is held to the tail gate with expanding plastic anchors, just pry the cover away until they pop out, one a time.
The wiper motor can be checked by testing for continuity through the windings. More than likely your problem is not the motor but rather the relays that control the wipers.
