The belt pully on most Cherokees is pressed onto the pump shaft. It will take the appropriate size gear puller to remove. The same remains on installing the pully on a new pump. The action of the puller has to be reversed and used to press the pully onto the new shaft.

There is no tensioner pully. The Power Steering pump has a moving bracket that adjusts the belt tension. It has a long adjustment bolt. You have to remove the air cleaner and housing to reach it successfully. Funny, mine has a belt tensioner pulley under the power steering pump, which is tightened by a long adjustment bolt. So does every other 1996 Cherokee I've worked on!

You need to remove the entire power steering pump. There are two bolts holding it on at the 12 and 6 o'clock position. Remove these via the holes in the power steering pump pulley. bolts are accessed through the holes in the power steering pulley, use a long socket and line up the holes in the pulley with the bolts, spin it around to get all 4 Then the bracket mounts to the front of the engine in 2 places and one below the exhaust manifold. Removing these bolts will be easy once the pump is out of the way.
If you stick your finger in one of the holes on the pulley and rotate it around at approximately 1 o'clock and 6 o'clock positions you will find the bolts that hold the power steering pump on. to remove the pump from the engine you just slip a socket through the hole.
