I just completed this operation on my Expedition. First, remove the 2 screws from the top of the rear light cover. At this point, the cover must be "popped" off. Grasp the cover on the side facing towards the other side of the truck. You will have to apply more pressure pulling than you may be comfortable with, but it will pop off.
