The steering wheel cover on a 1991 Honda Civic DX is held on by several mounting screws. Remove all the hardware and the steering covers will just pop off.

Begin by removing the tire and wheel from your 1993 Honda Civic. Remove the brake assembly and the brake rotor. Remove the axle retaining bolts. The axle will come off.
1) Use a knife or a tiny screwdriver to carefully pry off the Honda logo. Try not to damage the rubber coating on the steering wheel or the logo itself. 2) Use a ratchet set to unscrew the nut behind where the logo was. I think it's a 15mm or 17mm, and you'll need an extension to reach it. 3) Pull the steering wheel straight off the steering column.
