Pull the blade in a direction directly up the windshield, toward the back of the van. It pops off. There may be a clip you have to loosen first. Read the directions that come with the new wiper blades, or ask your next door neighbor to help you figure it out.

I have the same problem with my 98 astro. I am no mechanic, but through my online research I found the wiper delay circuit boards seem to have issues. One site said the part was $50 from Gm and installs very easily with 3 torx bolts. Hope this helps!
