The 1997 Chevrolet Lumina shifter cable is held in place with a swivel nut on each end of the cable. Loosen the swivel nuts and the cable will come off.

I had the same problem. What I ended up doing is taking a cable and wrapping it to the hood pop of the car. I routed it so the cable comes just above the Drivers side headlight and I get the hood open by just pulling that cord. Should do the trick just nicely

Usually, the complete cable must be replaced.
That particular part (shifter cable, including the bushings) has been discontinued. I tried finding the same piece for my cable and that's what Chevy told me. You'd have to either go to a scrap yard and find one from an old Lumina, or another car that uses the same cable part. Or replace the cable with something else that works.
The accelerator cable is connected with a swivel nut on each end of the cable. Loosen the swivel nut, by turning it to the left. The accelerator cable will come off. Reverse the process to install the new accelerator cable.

You have to get down under the car and unlatch it from the ground. It can be a real pain but it can be done. You need to look for where the cable leads if you aren't clear where you are looking. Good luck. This always happens to my Lumina during the coldest week of winter when the battery dies.
