Remove the inside door panel and replace the outside handle. If the outside handle is limp, the arm that attaches to the rod that connects to the lock has probably broken off.
I suspect the rod that opens the door has come loose or broken off the door handle and is keeping the window from coming down. Take the inside door panel off and check. If needed just replace the door handle.
The problem is that the inside door handle is broken. Although the inside door handle needs replacement you can still open the door by pulling on the lock lever above the handle.

Lift the door handle as though trying to open the door. You should see two pins going through the handle assembly. The pins can be pushed out, allowing you to remove the handle.
theres a bar that connects the back of the door handle to the latch that breaks loose from the handle from time to time. you would to to remove your door panel to see if that bar is still running from the outside handle straight down to the latch

My problem was the outside handle wasnt working, and the childlock was put on, and door closed. To open a door I couldn't get open from either side, I unscrewed the handle from the inside. I pulled the rod with my fingers, and it opened, then I put the rod on the one from the inside handle. I'm still figuring out how to take the panel off, or get to where the rod is on the outside handle. I cant reach far enough to put the rod back on the handle for the outside, so any help on that would be nice!~

Most likely the outside handle is broken. The ear that the rod connects to breaks off. Only solution is to replace. Remove the inside panel and there will be one or two bolts holding the handle in. ON the back door there should only be one rod connected to it.
Door trim must be removed. A piece of disconnected linkage is most likely the culprit
Open the window. Open the door (presumably from the outside) Remove the screw attaching the handle to the door. Slide the handle forward a bit, then pul it slightly away from the door drim panel. Using a smallish flat bladed screwdriver, disconnect the linkage from the doorhandle. Install new handle in reverse order.
