i just changed my switch about 3 hours ago its under the dash. its bolted to the steering column you have to take off the dash and everthing under it. mine wasnt broke all i had to do was loosen the bolts and slide it forward. but if yours is broke its only 27 dollars.

I think you have a faulty light switch or relay, if the bulbs / wiring are ok.
Bad low beam relay or dimmer switch
I looked in the Honda technical manual wiring diagrams and I don't think there is a separate relay for the low beam headlights. The headlight switch itself is located right above the steering column where the headlight stalk is attached - controls parking lights, high beams and low beams. It could be that a relay is integrated within this switch, so if you're having problems with your low beams turning on, you'll have to replace this switch.
this is my question and I was wondering because the day lights and high beams work but as soon as the low beams are switched on the daylights shut off. this is my dad's van, trying to help him fix the problem.

Typically when a vehicles high beams fail to function, you will not see the high beam indicator illuminate on the dash either. When the combination switch is prompted by the user to activate the high beams it makes a ground connection on one of the relays terminals, closing the relay and the high beams turn on. The relay could potentially be bad, or the contact from the switch has been compromised by corrosion, or dirt. It is also possible that the contact point has bent far enough that it is unable to make contact with the relay from years of using the switch.
